I think even if guy #2 wrapped himself in a blanket of puppies and babies and kittens and cute little baby sloths the cops would still shoot the crap out of him without a moment's hesitation.
And I imagine the "lockdown" is mostly to keep the cops from offing random people in the street. "Backpack! Gittem!" "Baseball cap! Shoot!"
