Rubio is promising that the administration is going to be naming more groups as "terrorist organizations" and going after their funding, which they claim comes from foreign governments. The ideological criteria is broad: "This is what radical leftism is.  It may wear various different slogans and ideologies across place and time.  They can call themselves anti-capitalist or anti-imperialist or communist or anarchist or Marxist." Except it's not illegal to believe any of those things. You can be a communist in the United States. It's allowed. Or it used to be.

And the net is going to get wider and wider and "communist" is going to mean "wants health care for everyone," and this effort is going to work hand-in-hand with the voter suppression efforts, one being used as an excuse for the enforcement of the other.
