You clearly missed the most important piece of information. Those doods he shot up? Iraqis.
That's right. So no crime was committed. So the so-called "charges" HAD to be dropped. It's not like murder or anything - he didn't shoot Americans, fer crissakes...

We misplaced our list of how many of any given them are equivalent to one of "us." (Hard to do in a one-room bunker, but it happens.) We're sure the ratio for Iraqis is more than 2:1, though.
60 rounds to kill two doods? Seems inefficient.
I don't think I'd want this guy on my FPS team, let alone running a government entity. Not thrifty.
