Annals of Gov't. Incompetence

What is it w/ gov'ts. that makes them unable to deal w/ anything before it happens, & allows them to ignore warnings, no matter how clear & detailed? One thing we might remember is that the current Indian gummint is composed of Hindu nationalists. 

Let's review. Nationalism. Religion. A deadly combination often leading to fascism, & its handmaiden ideological purity. From there it's a hop & a skip to plain denseness. Case in point: The Bush Admin.
