Streets Still Filled W/ Scum

I looked again. We'll need a tropical cyclone, minimum, not a "bomb cyclone"* to clear out this place†. There is simply too much scum.

Here are well over a thousand words worth of images. This reporter inhabits a well-drained concrete plain & is not worried he'll be washed into the Pacific or smothered in mud.
