Highly amusing: "It is unclear if any submarines did actually change position." This reporter isn't certain that anyone, on either side, knows exactly where the submarines are, unless the submarines deliberately reveal their locations. That's certainly the idea. 

Hoping the Navy, allegedly the most conservative of the military services, hasn't been purged of flag officers who were not hoping to bring about the final days w/ nuclear action, & if Fat Boy can keep his mind on it & asks, they show him a big phony chart. Then he'd of course open his yap to the effect of "My admirals showed me they moved & they're all right here!" which the Russkies would know to be bullshit or, if believed, might further escalate tensions.
