As a small aside, Tannerite looks to be legal in most of the states.
Of COURSE Tannerite is legal. It's just two benign components. Ammonium Nitrate is a perfectly legal compound, and fine mesh aluminum powder is just...Aluminum. It's true that when mixed together in the proper combination, you have created a binary explosive that can be detonated by a high velocity impact, but fer crissakes, are you going to just BAN every fucking thing people might do stupid shit with?
I've been making 'Salutes' every summer for years - a mixture of Potassium Perchlorate (order it online) and Aluminum Powder (order it online). Pack it gently into three quarter inch PVC and fuse it - you get one helluva bang.
After all the stupid shit our military forces have done, we should ban them.
