Police Terror In The Time Of Plague
No idea what was going on here, criminal activity or just people congregating; I'll guess something more than non-essential business. But what? S-E-X, gambling, unlicensed dispensary? I'd imagine the large cuffed gentleman at the left w/ the tactical vest was the security guard for whatever went on inside, which might suggest dispensing.
