I'm the dog in the picture, and I can tell you you're focusing on the wrong suspect in this case. The man is headless, yes, but those two women are responsible. They stole his head moments before this photo was taken and are running away. He can't see them so he is unable to chase them. I would have helped, but there were SO many fire hydrants and I had to be home at five for supper.

The agency investigates and refers for prosecution City employees and contractors engaged in corrupt or fraudulent activities or unethical conduct. Investigations may involve any agency, officer, elected official or employee of the City, as well as those who do business with or receive benefits from the City.
